I have a prepaid plan with talk booster.  Oftentimes, when I make/receive a call that is under 60 sec, I still get billed for 1 min plus, thus effectively being charged double the rate.  Is it my phone (Windows HTC) or does the billing start as soon as the phone rings (as opposed to when it's connected) or what?

It's my understanding that with most prepaid carriers, as opposed to post-paid, billing starts when you dial on outgoing calls, and when the phone starts ringing on incoming.

Nothing to do with your particular phone model.
