I would like to know this phone is compatible with the Koodo network; specifically for the LTE.

Its networks compatilibty is:
- GSM:       850/900/1800/1900 MHz(B5/B8/B3/B2)
- WCDMA: 900/1900/2100(B8/B2/B1)
- FDD-LTE:800/1800/2100/2600(B20/B3/B1/B7)

Also, what what is the impact if it's not supporting all Koodo's frequencies  (ex. LTE not in 1700MHz) ?

It will work on 3G and with LTE-A in some areas.
3G uses 850 and 1900.
LTE uses Band 4 which has both 1700/2100 and both are needed to work, both frequencies part of Band 4.
LTE-A uses 700 and 2600 (Band 7) frequencies.

Except you're going to get really spotty service in some areas.

For best coverage you really want to use a phone with both 850 and 1900 MHz in the WCDMA area.
