When I signed up with Koodo for the first time this summer, I found it felt like a big commitment (since I'd be paying for this phone for 2 years), but was glad to find out about the return policy. However, it would have been great to get more than 30 minutes and 50 MB of data to use in the period between purchasing my phone and the date to return it. I think it just deters people if they don't feel that they have that security that someone will be held accountable for any issues that arise (even if they've exceeded something like the minutes) within the valid period of time that they have to return/cancel the plan. I think affording people some room makes them comfortable enough to get used to their phone/plan, which gives a more honest feel for what the next two years is going to feel like with it.

"If your usage stays within the limits, we’ll waive your first bill. If your usage exceeds any one of these limits, you can still return or exchange your phone but you’ll be responsible for your bill."
It's only fair for them to make you responsible for your extra text/message/data usage. You're still allowed to return the phone and cancel your service.

If they are over 15 days of having the phone, they are not able to return the phone. They still can cancel the service, but they will have to settle any tab balance and their final bill to get out of it.

So? He's talking about usage limits, not the day limit: "...it would have been great to get more than 30 minutes and 50 MB of data to use..."
Did you want unlimited return periods like Costco?

I understand that, I'm only replying to your comment in regards to "You're still allowed to return the phone and cancel your service." I'm not trying to start an argument with anybody, but that's how that works when it comes to having the phone for an extended period of time over the first 15 days.
