"International Data Roaming" vs "Easy roam"?

I will be in Mexico for few days and I would like to be able to make local phone calls. What add-on do I need? Is "International Data Roaming" enough?
What is the difference between "International Data Roaming" and "easy roam"?

International voice roaming and international data roaming. Those enable you to Roam. Default is pay per use rates (it's way too much) or Easy Roam, which I'll explain here as well just in case, which let's you use your phone as normal and draw from your plan for 10 dollars per 24 hours up to 100 dollars per billing cycle.

Alright. If I just want to be able to make local calls (and not roaming because I'll have access to wifi), what is my best option?

Koodo doesn't have VoWiFi / VoIP as an option so you'd either have to get a VoIP service like Fongo where Mexico rates are dirt cheap and you can use via the WiFi you'll have or get a local prepaid sim on the cheap.

You will need a VoIP App such as Fongo or Skype or similar to make phone calls through Wi-Fi.
