Tab balance not decreasing

I have had my new device for almost 9 months now and I have not noticed a decrease in my tab balance.. I have paid 15$ each month for that. Is there a reason why it isn't decreasing?

Have you reviewed past PDF bills downloaded from Self-serve to confirm both the payments, and the lack of application to your Tab?
