This is a public forum, not a live chat program. While you will get good answers here, along why you haven't received one after less than a minute comes across as a bit rude. Be patient. To answer your question, your best bet is probably the $15 prepaid plan. You'll need to add a talk booster to be able call anyone, but boosters do not expire as long as the base plan is paid every month. Then again, if it's only for true emergencies, any cell phone will call 911 even without a working sim card installed.

Dont you mean without an active sim card installed??
The sim needs to work, you can't just have the phone with no sim in it and still dial out.

Cellphones will call 911 even with no sim installed, although I don't recommend testing it, they get kind of grouchy if you call without a good reason.

Your best deal for an emergency use phone is not with Koodo, but rather Telus or 7-eleven Speakout. Speakout top ups last 365 days. Telus offers either a $10/ month option, or $100/ year (=$8.50/ month) for those making limited calls.

Koodo does not price match. The plan I suggested above is the lowest cost option you'll find from koodo.

Pc mobile has pay as you go plans for pretty cheap

Prepaid baseplan of $15 with pre-authorized payments nets a 10% credit. Add a one-time charge of $10 for 100 minutes non-expiring anytime anywhere in Canada and your annual cost is $180 less 10% plus $10 = $14.33 per month plus tax.

Check out Koodo prepaid phones or find something AT&T-compatible unlocked on eBay or Amazon and you are good to go. If you really just want something for emergencies, you may want to stick to non-smart phones.
