Marketing SPAM leaving Voicemail without calling

I have received a couple of marketing (SPAM) Voicemails, however, they never actually called my number (Do not disturb was NOT on, nor airplane mode and I had a great signal).  In fact, when I listened to the voicemail, the person leaving the message bragged about this new technology of sending voicemails directly to the users inbox without actually calling them!  How does this happen and how do I stop it?

The person or entity calling may be using marketing software to directly leave a message in your Voicemail. Here's an example of one. https://www.slydial.com Not so sure how or if it can be stopped.
Thanks Chad.  I think I figured out how they are doing it.  They call the voice mail access number and there is an option to leave a message for someone by typing in their "mailbox" number, which is of course, your phone number.  I just tried it and it works.  I am not sure if there is a way to prevent this or not.

Providers will have to get rid of that option to leave a message. CRTC only covers email and text messaging spam... no specific mention about this new form of pollution.

And, unfortunately it is a common & important part of institutional voice messaging, especially transferring a voicemail revised at one number to another staff person's voicemail box. Often used when the recipient is not the person tasked with the response, and the info is easily forwarded to the responsible staff.
