Issue with transfer of ownership

I'm the parent of a 19 year old daughter and want to switch ownership of the account to her.  I've called Koodo and was told she needed 2 of 3 items for the switch - a driver's licence, a social insurance number and a credit card.  She provided the 2 pieces and was eventually told that the type of account she has does not permit a tab balance and that the balance would have to be paid off first before the account can be transferred to her.  Why can I hold a tab and maintain the account but cannot transfer it?  Is there a way around this issue?

When processing a town, you are authorizing your daughter to be the new owner of the account. It seems your daughter does not have the credit to carry a tab with her, she was only approved for SIM only(month to month). This is why Koodo is offering to pay off the tab on your next bill so the system recognizes there is no longer a tab to transfer and allow the procedure to complete.
She was not told that she did not have the credit to carry a tab.  I was told that the type of account didn't permit a tab.  This seems like 2 very different scenarios and I'm trying to resolve it by her carrying the old tab.

Koodo postpaid does not have multiple types of accounts, just one type which can be affected by different credit classes. If she was going to sign up for prepaid service, then indeed, those accounts will not allow you to carry a tab. Without more information it is not possible to know which of these two service types you were considering.
Also, Koodo is definitely not willing to pay the $200+ tab.  I would have to pay it before the transfer can happen.

Why would they? The bank doesn't forgive your auto loan if you decide to give your car to someone else.

I was replying to Kelvin's comment where he said "This is why Koodo is offering to pay off the tab on your next bill so the system recognizes there is no longer a tab to transfer and allow the procedure to complete."

The tab will eventually be paid off at a rate of $15 per month and I'm not expecting Koodo to pay it off for me.  I simply want to transfer ownership.

Unless they changed it, when I had done a TOW, the current balance of the tab transferred over to the new account including the current rate plan.

Only if the incoming customer qualifies for a tab of that amount.

Just to clarify, the credit check determines if the incoming customer is eligible for the tab (as Timo and Kelvin mentioned). In Mathieu's case, the incoming customer was eligible to carry over the tab balance; however, in this case the incoming customer (Jeff's daughter) is not eligible to carry over the negative tab balance due to the results of her credit check, which is why it needs to be paid on the current account before the transfer can go through.  Jeff, if your daughter makes 6 consecutive payments on time under her new account she will be able to benefit of the tab in the future. The only way around this issue if you want the number off your current account would be to find someone else who would meet the credit check requirements and who accepts to take over your daughter's line.  Hope this info helps!
