How to unlock my iphone data

In your phone: Settings -> Cellular Data and then make sure it is enabled in there. If you blocked data at the account level, you have to log into self-serve and remove the data block via "add/change add-ons"

Another possibility is that you reached your cap for data (CRTC made it law that at $50 of data within Canada, and $100 international that your data would be capped until you responded to an email message about this. If you did not respond or say that you wanted to continue with data (additional charges would apply) then the data would be capped until the start of the next billing period
