why am I billed for the Koodo phone number when I activated SIM card after transferring my old Number?

They basically try to have it activated right before it arrives so that you're not paying for service when you don't have the sim card but works when you receive it. Usually it works out.
So billing starts as soon as I ordered SIM card. Thx...
