You can go to the Apple store and they will replace your phone. Could be for free or a charge which price depends on the device you’ve lost.
it was an iphone 5C

If you lost your iphone, I would suggest you report to Koodo as soon as possible to disable the SIM,

If you lost your phone, I don't think you can get an replacement with AppleCare+. AppleCare+ does not protect you against theft or loss.
is there a link somewhere that specifies what apple care does and does not cover?

Link is at apple website: https://www.apple.com/ca/support/products/iphone.html

[i]AppleCare+ provides repair or replacement coverage, both parts and labour, from Apple-authorized technicians. Service coverage includes the following:
[i]
[i]Your iPhone [i]Battery1 [i]Included earphones and accessories [i]Coverage for up to two incidents of accidental damage,2 each subject to a service fee of $39 for screen damage, or $129 for any other damage, plus applicable tax

Number 3 in the link I posted below shows everything not covered under Apple care.

"Apple will not provide Hardware Services or ADH Services in the following circumstances: ..." "... (c) to replace Covered Equipment that is lost or stolen;" https://www.apple.com/legal/sales-sup...
Ok thanks. Hoping to find it

If you lost it under 3 month, some credit card card companies offer a warranty that will reimburse you if you lost it. It's called Purchase Security & Extended Warranty
