I just signed up for Koodo, I got a text saying I owe some money but when I sign into the self serve it shows I have no Bill to pay.


Every time I log in to the self serve it says I do not have a Bill to pay, I got a text a few days ago saying I do owe.

In case of doubt, give Koodo a call at *611 from your phone. Maybe you've got the phone number of someone who owed money to Koodo. 
I kept my Rogers number when I switched to Koodo.

In that case dial *611 like Robert suggested, let the know your situation, ALSO sometimes Self Serve can some time for it to update(although its unlikely that is this far behind )

The latest book can take 2-3 business days to post to self serve once the billing cycle rolls over. I agree that calling koodo will give you a definite answer about what's up though.
