I topped up my phone today via Visa for a $35 plan. It still said plan expired so if figured there was a problem so I added a $25 vouched and still the same problem. I thought something was wrong so I tried again from my visa and was deducted another $35. It still says plan expired and I can’t get anyone on the phone dialling 611. It just tells me to top up again and wants me to spend more money for nothing. I now have an expired plan with $95 sitting there in credit that cannot be used. What the hell is this thievery from this clearly low rent outfit.

Rob, it's a glitch in Koodo's system... you are rightfully angry having spent all that money and you definitely should get it back. It is enough to just top up enough for the base plan and your plan will renew - but here's the crutch - it won't SHOW it renewed until the next day.
In fact your plan should work as usual. You can contact Koodo on Facebook (private message) and I'm sure they will refund your excess funds, as well as confirm your plan is all right.
