can i use my same number if i move from roger pay as you go to Koodo?

Yes just go to a Koodo kiosk to make the switch while your Rogers account is still active and tell them you'd like to port your number from Rogers to Koodo. Just keep in mind that your Rogers account must be active or you won't be able to port.

And then once it's ported I can cancel my Rogers account?

The porting process includes cancelling your old account. You should receive a final bill.
What do you mean by 'active'. Number is active but there is no minutes at this point on it. So at this moment no one can reach me. Do I have to buy minutes in order to have it 'active' to be able to move this number to another service.

You don't have to have any minutes. It just means that you haven't cancelled the account yourself, or had not topped up in a while (whatever the Rogers deactivation policy is). Make sure you provide Koodo with your Rogers account number and account PIN to prove ownership of the number.
