Blacklisting a phone.

When a phone is blacklisted, and they block the IMEI, does it get blocked for all provders? I purchased a phone online, and I believe it is a contract phone, but it is unlocked, if they blacklist the phone, is that for all companies?

Yes, it's blacklisted across carriers. You can check if the phone has been blacklisted here: http://www.protectyourdata.ca/check-the-status-of-your-device-in-canada/

Anyone thinking about buying a phone off Kijiji, Craigslist etc., ask for the IMEI first so you can check whether the phone has been reported lost or stolen before you decide to purchase. If it is it will go on the Blacklist and no carrier will activate the device. Buyer beware! See Ivan's link above to verify.

They seller can call after the sale at anytime and report it stolen and guess what your phone that you took all the precautions available to you to confirm it was not stolen gets blacklisted. This can happen months after you have been using the phone. If a person decides to stop paying their contract fees for the phone then sells it, Koodo can also blacklist the phone, again this can happen after the sale and months later.

Blacklisting is predominantly used for lost/stolen phones. If someone has an outstanding balance (monthly plan users only) we will still go after the account owner for the amount. Once a phone is sold and activated with the new owner it cannot be blacklisted by previous owner.
Are these IMEI's blacklisted in other countries too?  I had a phone stolen in Russian and reported it to Telus.  I wonder if they were able to use it.

If it was used in Canada on a Canadian carrier and then it was lost and reported stolen, then you can't use it on any Canadian network. But the phone will still work in Russia and other countries. Regardless of where it's from, if a phone is blacklisted it only applies to canada
