Why can’t Koodo allow you to receive and answer calls & text messages on an android tablet from and an android phone? This can be done with an iphone and ipad.

Cellular carriers and Koodo have zero control over this. It is the issue of Apple iOS and Google Android.
Once Google figures out a way to imitate Apple then Android customers (hopefully) will be able to do it.
You can with the correct app. Just use facebook messeger or whatsapp
