I had an account that was in my mom's name and I switched it over to my name. Am I able to access those old bills?

When you mentioned you “switched”, did you do an “ownership transfer”?. If so, I think your mom can still access the bill after 90days using her old email account. Your account, however,  is considered a new account and cannot access any old bill.
