When I set up the phone plan it was a "no data plan" and the rep showed me that it was turned off on the account. I was still charged $13. Can the data be turned off from the account instead of the phone?

Yes. There is an add-on call "Data block".
It's $3/mo, but it will prevent future data charges due to accidental data use, wifi assist kicks in, background data usage or data leakage...etc.
