I realized that Koodo dropped their monthly plan price by 5$ but I was still charged the original amount. is there any way that Koodo can inform me for the price change or it is our responsibility to check for the price? I have been using a 40$ 300min 300MB data plan since last year september. but the plan now is 35$. and I am still charged for 40$

Sometimes they do and sometimes they don't let everyone know. Check the new plan carefully as yours may have better overage rates for data or include things like per second billing that today's plans don't. Also if you have a tab balance from before April 19th 2015 you'll need to pay that off before you can upgrade your plan.
