Why does the amount thats taken off my tab fluctuate from bill to bill?

Because it's 10% of you pre-tax bill each month. If every month you're paying a slightly different amount, it will accumulate differently. For example, if one month you paid $27 (pre-tax) for your bill, that's $2.70 towards your tab. If your bill was $28 (pre-tax), that's $2.80 towards your tab. Is that clear for you now?
