I am on a Monthly Plan without Data included in my plan. I have read that I should be able to receive and send picture texts. But will I be charged for it?

You wont get charged for the data usage itself but your phone will likely use data in the background for other apps.
You can either:
1. Get a $3 data block from koodo that blocks data but allows MMS
2. Connect yourself to wifi and then turn on your data to get/send the picture and turn it off right away and hope your phone doesn't use data while it's at it.
