So it has been about two weeks now that every time I log on to self serve it says "We can't process bill payment right now. Please try again later." Any body else have this type of problem?

Have you tried to use another browser or clear your browsers cache? There are a couple of ways to pay your bill if you are still having problems doing it through your self serve account.
