Go into your self serve and download the detailed PDF ebill.  What does it say on this pdf?

Your detailed bill (or self serve account) should be able to reveal the answers to the WTF questions.

The extra $46.56 could be due to overage fees, 3rd party payments, new add-ons and so on.

Please check your bill and self serve account for detailed charges.
