I live in Saint John NB , If I was in Halifax NS and sent a text do I get charged as a roaming text ?

No at all, there are no roaming fees anywhere in Canada with any of Koodo's plans. Plus, if you have one of the Canada-Wide plans there're no long distance charges for calls either.
