I can not get into my e-billing it keeps saying no service right now i have been doing it for at once a day and still nothing.

Have you tried clearing the history, cookies and temp files from your browser? It might just be showing that message over and over because you got it legitimately once or twice at first and your browser is just showing you the cached page. Also, the self serve site is best viewed on Internet Explorer and Firefox, are you using one of those?
