How to dispute data charge?

I put my Koodo SIM card back into my phone in an airport in the USA before boarding a flight and got charged $10 for data, despite not using any data.

How do I get this removed from my bill?

Was your phone "ON" at the time of SIM insert? if you put your SIM into your phone while you were oversea, the phone could try to connect to the internet and get roaming. There would be some data transaction before you disabled the cellular data in your phone. How much data was it?
