I couldn't use my credit card to paid my phone bill for almost 2 months now.

"Wait a minute, your credit card info doesn't match the billing address on file. Please try a different payment method or contact us." - this is i try to pay online.
I did try to pay through *611 and get the same problem.

Check the address your bank uses, and make 100% sure that the credit card matches that address. If you are still having problems after they match, the best way to contact Koodo is through Facebook private messenger and they can help you set up your credit card (make sure you try first, so you won't be charged a service fee by Koodo for doing it for you).

Is there any way i could talk to a person from koodo to deal with this more easier ? i mean to pay my phone bill problem ?

Hey Jack - in order to process your payment via Self Serve, your account details do need to match what is registered with your payment card - as Sophia confirmed above. You can either update your info. to match - if they don't, or you'll need to find an alternate source of payment, i.e. use a different card that does match to pay, or pay through your bank by providing your Koodo account number (keep in mind, payments through your bank may take 3-5 business days to process).
