Charged for a whole that month I never used?

I ported out on September 16th and my billing cycle starts on September 17-October 17, I got charged a whole billing cycle that I never used. 
Is this normal? What options do I have?

Depends on how long the port took to get your line canceled on koodo's end. Once you cancel your service though you will receive a credit back for the days you didn't use so need to worry about the extra charges on this bill.
