Just got off the phone with the Koodo rep. Incredibly unhelpful. Some guy added a 5$ event charge to my bill and Koodo refuses to do anything about it.
Instead I've been told by the rep to contact the scammers directly to get the charge removed.

They called it 3rd party billing. Many vendors have the ability to do that. Google appstore can also charge on your koodo bill also.
You would have first to contact the one that charged you. If they cannot provide sufficient for the charge, then you could pursue further with Koodo or other regulatory body.
