Won't let me receive or send texts

I got a new prepaid phone and signed into my old Koodo account. I did change the Sim card but it's not letting me send or receive text. Why? What am I doing wrong?

Restart your phone. Take your Sim card out, put it back, Restart it again. You are paid up for your base plan as well?
