Why do I get data charges when my Mobile data is NEVER on.....and i only go online at home WHERE I HAVE WIFI??? Im getting ripped off

Just to understand, your mobile data is turned off, or you just never use it or are always connected to wifi? Have you ever turned mobile data on at all? How much data is it saying you are using? Are you sure ita a data charge and not for something else?
