I have restarted the phone, doesn't help. Now, the package is not working.

It seems everything is ok with your account so you should be able to use your roaming package I would recommend changing the network mode, please follow these steps:
1) On your Homescreen, tap the Apps icon.Tap Settings.
2) Tap Mobile Data.
3) Tap Network Mode.
4) Tap the currently selected network mode.
5) Tap another desired Network Mode.
6) Tap the Home key to return to the home screen.
Once you've done that, you may manually scan for available mobile networks:
1) Open your “Settings” and click on the “Mobile networks” option.
2) Click on the “Mobile networks” option.
3) Select “Mobile operator” option.
4) Now your device automatically searching for all available networks.
5) If your device can’t search then tap on the “Select Manually” option.
6) Now your device manually searching for all available networks.
7) Then choose your Operator name.
You can test your roaming package after that and normally it should work.
