Unable to unlock a Samsung phone with a Koodo plan

I am trying to get the phone unlock for a Samsung phone bought from Staples as an unlocked device.
It has been on the Koodo network for years, but when I put a US SIM in, it asks for an unlock code.
So I get on a call with Koodo and am told the phone is locked by Bell. This makes no sense!
So I call Bell anyway, and of course they can not find the phone in their system, maybe it is a Virgin phone.
Right!! I doubt it.

So can anyone here help? This should not be this hard!

Are you sure the phone was network locked? What was the message on the phone?

if you bought it from Staple and used on Koodo network, the phone wasn't locked to Bell.

Was it asking for a network unlock code or a PUK code?

I believe that is asking for the PUK code, which makes the most sense. You'll have to contact the carrier of the sim card you are trying to use.
Sometimes the PUK code can be found on the sim card as well.

That sounds like a Carrier lock to me.

WHen you put your Koodo sim in again, does it work?
If so, I would contact koodo again and say that a koodo sim is in the phone right now and that it works and it asks for an unlock code when you enter a US sim
