Roaming charges despite mobile data turned off and deny access to global roaming


I have a Samsung S5. When I got to the United States, I turned off mobile data and I specifically selected the "deny access to global roaming" button. I have not used mobile data at all. After the first day, I got a text message saying I got 25$ of roaming charges. I thought maybe this was when I got off the airport and opened the phone, for a few minutes, I might have been downloading something. But today I got 3 more text messages saying I am now at 100$ of roaming charges.

Texting and calling will still cost you if you're using those. Remove your sim card if you think your phone isn't working properly and stopping data. However, I'm positive there's nothing wrong with it and that data is being blocked.

Are you making phone calls too? Does your device show a 3G,4G, or LTE indicator? Goto settings...data use....and turn data off
No I'm not making any calls or making any text messages. The only text messages I received were from Koodo. Doesn't matter now since Koodo blocked access to roaming since I reached $100. Is there any way to contest this? Can I see what data they think I used?

Screen shot of deny access to global roaming is actually enabled?
If it is, then it sucks.  Could be an issue with that setting on your phone
I had the same issue on my last bill I got charged 5 dollars for zero MB used (which showed in self serve for a week), I just went with it and used the 20MB for five dollars. If it happens again I'm going to raise the issue to them, my mobile data roaming is off as well.
