plan cancelled but I still have to pay


I forgot to pay for one month then decided to pay altogether the next month, but when I did koodo cancelled my plan, now I still have to pay but cant call, text or turn off data, so im using data whenever wifi is available, increasing the bill. Please help me.

Firstly wifi is free so don't worry about it. It won't increase your bill. If you're on the spending limit program you can't miss a payment without risking disconnect. You'd also need to pay a 35$ reconnecting fee. Give Koodo a call from another line to discuss your options.

Ill just pay for the reconnection and hopefully the whole cant turn 4g off thing comes to an end

And its using 3g WITH the Wi-Fi, even when the wifi is perfect

That makes no sense. If your service is cut then it's cut, and data is usually the first thing to go. There's no way you can be using data if you've been suspended and yes, you can turn it off in your phone anyway by going to Settings, depending on which android you have then Data usage and uncheck the box saying mobile data.
