password reset and billing


I tried to login to my account got reply that my account was suspended because I had tried 5 times. I hadn't even tried once. this has happened every time I tried in the past. I'm sick and tired of this I want to be able to access my account. I called your service and found out that my account is - 212.50 does this mean I have over paid if so why was I told that I owed 85.98 by Dec 19 which I have paid please let me know how to reset my password so I can log on and what my balance is.
