On Koodo the S4 Mini has 8gb storage. Samsung Canada is showing S4 Mini with 16gb storage. Whose specs are correct?

No. If it is not posted on the site, Koodo does not carry it.
When comparing phone models, it's important to note the phone model number rather than the name, especially with Samsung phones as they seem to have more variants than any other company, For example, their Galaxy S4 has FOURTEEN different variants: http://en.wikipedia.org/wiki/Samsung_Galaxy_S4#Model_variants I know you asked about the Mini, I'm only using the regular S4 as an example.
Great catch Pradeep. I am using a S4 mini right now and it is 16 gb. I will let our contact at koodo know and and hopefully they will have the site corrected to prevent confusion
