Data is included in my plan but I’m not able to use it, i.e. sending or receiving photos.

Have you checked your phone if data is enabled? Does everything else work? Have you tried rebooting your phone?

You can also try to reset your network settings.  Note that will remove any saved bluetooth or wifi connections.
