Looking for a fair-priced mobile plan.

I am looking for a cell service plan and I do not know where to find one. Is there a plan that is $15 and not prepaid?

All plans are listed here: https://www.koodomobile.com/rate-plans?INTCMP=KMNew_NavMenu_Shop_Plans As you can see the cheapest non prepaid plan is $30.
Is there at least a starter plan at least as I am a student.

What you see is what you get. Cheapest on prepaid is $15, cheapest on postpaid is $30. Curious though, why dont you want a prepaid plan?
Truly it is because I have no idea of what it is xD

You will need to have established credit for a post-paid plan with any carrier. If you want a lot of texting, then Koodo's prepaid $15 a month is one of the best going, and any minutes or data you buy do not expire unless you cancel the account.

For barebones calling only without a monthly fee, Bell has a prepaid plan but minutes are expensive and only cover your local calling area.
Wow thanks I didn't know that!
And I also figured out that there is a free 100 minute add-on!

Postpaid you pay a month in advance and any overage fee from your previous month. As well you can purchase new phones on the tab. A monthly interest free loan for 2 years to help you buy a phone. Prepaid you pay for the month in advance but pay for what you want to use. No overage fees.
