if i were to buy a koodo/telus locked phone could i use it as my own phone

You could use it on Koodo/Telus's network if you buy a SIM card and link it to your account (considering you have an account)

Yep. Get your phone and activate a plan/account with Koodo and insert the SIM card into your phone. This will be easiest if you do it at a Koodo store as the Rep will help you through the process.
