i have a question to ask.if you don't use all your airtime minutes on a monthly plan what happens to them

They expire at the end of the month and you get a new batch.

Unfortinately unused airtime do not roll over to the next month. On the opening day of your billing cycle your minutes and data reset.

It's no different then car insurance or cable TV. When you are away and not driving your car or watch TV you are still paying for it. Same with gym membership etc.
