Are you using the stock launcher? Go launcher? Nova launcher? At least 2 of those can disable the swipe down action or reassign it to another gesture.
I have the same issue has been happening for about three months. The only thing I can do is restart the phone to fix it I have not found any other way to correct it.

Have you recently downloaded anything or updated your phone? If it takes a long time to get to wifi or bluetooth, why not just make a widget/shortcut to your wifi settings?
Did the phone recently go through a software upgrade? Try upgrading to a different o.s. try gingerbread.

Upgrading to Gingerbread would be considered a downgrade considering that the S2x now runs Jelly Bean.

A factory reset may be the only solution here. You'll lose all of your data, (e.g. photos, music) so be sure to backup what you feel is important before you do the factory reset. Most if not all of your apps and contact info can be recovered once you sign back into your Google account. To perform a factory reset, go to Settings > Backup and reset - make sure Backup my data and Automatic restore are checked off or enabled. Verify you have a backup account. Tap Factory data reset, then tap the Reset device button.
