I would suggest prepaid if you do not trust the child from incurring additional charges.

You can not control it as long as he has the control of the phone. You can trust him and take a shock-free data plan that will block the data at 100%.

Also, how much do you want to control ?You can check his usage through self serve and discuss about extra charges or usage in case it's happened. Other than that, it's very hard to control...

I have 2 kids. And I used to charged them if they went over their limits.( I deducted their allowance,  cut the lunch money, or gave them extra chores).
You can give him some warning if his minutes/data getting close to his limit.

You can get an unlimited talk plan and add data block. That means unless your son is calling the US, it's nearly impossible to get overage charges.

"All you can eat" but just no desserts is not the best way to maintain discipline. I recommend the prepaid option: it's learning how to deal with a real-world budget 101.

Run out of minutes or data before the end of the month and figure out how to pay for more or go without till the next pay.

None of the above will limit texting or picture messaging. That may well be the fall-back position once the minutes or mb are gone for the month, so you may be contributing to the creation of a texting monster.

just to add on to titan's message, the data block is $2/month, and blocks all billable data.  He'll still be able to send unlimited picture messages.
