No. Being able to do so would defeat the entire purpose of being able to blacklist the phone. Only the person who reported it as lost or stolen has the ability to remove the list /stolen flag from the imei number of the phone.
So I. Screwed then

If you bought a lost or stolen phone from a third party, then yes, it is your problem, not koodo's.
Is there not a numeric imei number

The imei number is programed into each phone at the time of manufacture. It is the unique identifying number for that handset and can't be changed. It is this number that has been flagged with every provider in North America, saying "Do not let this phone connect to your network, it has been reported lost or stolen."
Thank you have a good day
