I am curious,can Customer Service reps change the date that I have to top up my account monthly?

Why do you ask? I don't know the answer, but curious the reason you're asking!

Client reasons for change are not something we need to know. I would suggest Charli call koodo once the system updates are completed.

I don't think the rep can change the date once you activate your base plan.
But your prepaid account/base plan will be expired after 30 days if you don't renew. so if you wait till your desired day to top up, you can pick the new cycle you want. 
Things is you don't have phone service until you top up your account...
