Changing plan after a phone change

I upgraded to a new phone yesterday and the representative said he had to change my plan due to the new phone, but that I would be able to change the plan once more during this billing cycle. I tried this morning to change my plan and your system is telling me I can't. Please advise.

You're only able to change it yourself once per billing cycle Call in and explain your situation to the rep and they'll likely waive the fee to change it again. *611 or 866 99 koodo

Did you go from a blackberry to a different phone? Why did yo have to change plans?
you'll be charged for 10$ if you're going to change it in this bill, and still you can do it by calling *611
