Can't change my plan on Koodo Self Serve. Help!


I am currently on a $30/mo, 100 minutes, 100 MB data plan, and I am trying to change it to $48/mo, 5 GB data plan on self serve.
However, when I click on 'Change my plan,' I do not see the plan that I am interested in, rather I only see 5 different plans as follows:
$30/mo, 100 minutes, 100 MB data (which is my current plan)
$40/mo 500 minutes, 500 MB data
$40/mo, unlimited minutes, pay-per-use data
$105/mo with no description
$105/mo, unlimited minutes, 10 GB data.
Am I restricted from changing my plan to the $48/mo, 5 GB data plan?
I visited a mobile store inside a Superstore and they advised me to do it either through a phone call for a fee or online through self serve, but somehow self serve is not working out. Could you guys give me a hand? Thank you in advance.

This plan is only available to those located in Manitoba or Saskatchewan. This plan isn't able to be added via self serve though due to people from other provinces trying to get it. You'll have to contact Koodo to switch to it. You can send them a message via facebook or any of the options in the contact us section below.
I can't change my plan, claiming I have to wait 14 days after getting a new phone.  I did recently get a new phone but over a month ago, I've already paid it off my tab.

@Josh: You can only change plan once per billing cycle and have to wait 14days in selfserve. Did you change your plan this billing cycle?

I didn't change my plan, only my phone, last billing cycle.  The phone's cost was on my bill, this billing cycle.  Thanks
