can I send an add on as a gift to another customer?


A friend with a koodo account has run out of time on their phone .. can I.gift their account text time billing my account?

What do you mean  "run out of time on their phone"?  
If s/he is on the prepaid and need a talk booster, you can give her/him  top-up vouchers.

If he has a prepaid plan, you can buy buy a top up vouchers or You/he call Koodo and make one time credit card payment.

From Koodo's website:

I don't know how close you are with your friend...
but if you want to pay/support his monthly bill, you can pay it from your bank.
You need his account number and add it on your online banking.
Or set up  pre-authorized credit or pre-authorized debit payment.

Jenn monthly customers cannot simply add more minutes. Each plan has a pay per use rate. You'll be billed that rate for each minute you consume over your monthly allotment.
