I threw my phone.

My fault it's broke.

How do I backup my photos and contacts off a locked phone with a messed up screen to the PC?

You can try connecting it to your PC and using the software for your specific manufacturer like apples iTunes or LG suite or whatever Samsung's is called now ect
Before I broke it, the phone never actually showed up on the PC until I unlocked the phone with the 4 digit code it has.

Did you already have your contacts backed up with Google or something cloud?

Otherwise you can get it repaired and you should be ok with not losing what's on your phone's memory.
@Goran I don't have anything backed up, I am looking to get photos and contacts off it for work.

Next question then is does the screen still work besides the touch?

If you cant get the screen to work, you didnt have it backed up to an sd card or had a google account backup, etc, then you'll have to fix the screen or send it to a data recovery company to get anything off it.
(Most people have a google backup, even without realizing it.)

For the future, be sure to have Google sync or some equivalent set up for contacts and either put pictures onto a SD card or have it upload onto a computer or cloud storage occasionally.
