Were the connection fees showed in your pdf bill? Normally page 3 of the pdf should have the detail. I would doublecheck it.
If you saw it in the pdf bill, then you would need to contact Koodo to dispute, send message to their facebook (https://www.facebook.com/Koodo) or setup a callback would avoid the wait on phone.
